Monitoring Officer II (IPOA)

About the role

The Independent Policing Oversight Authority (IPOA), which provides civilian oversight of the Police under the IPOA Act, is recruiting two Monitoring Officers II (Job Ref: IPOA/HR/18/2026). The consolidated salary is KES 90,000 to 130,000, at Grade IPOA 9, within the Monitoring and Preventive Services department. The officer works at headquarters, regional offices or county offices and reports to the Senior Assistant Director, Monitoring and Preventive Services or the Assistant Director, Regional Coordination.

Key responsibilities

• Support the implementation of policies, strategies, guidelines, plans, standards and procedures on monitoring, ensuring compliance with relevant laws, rules and regulations.
• Monitor police operations affecting members of the public.
• Collect and collate data for monitoring reports.
• Follow up on the implementation of recommendations arising from monitored police operations.
• Conduct studies on trends and patterns of police misconduct.
• Monitor the operations of the Internal Affairs Unit of the National Police Service.
• Implement capacity-building programmes on the prevention of police misconduct.
• Implement monitoring tools, concepts and controls suited to emerging trends in policing.
• Update records in the division.

Required profile

• Bachelor's degree in Law, Public Administration, Public Policy, Criminology & Criminal Justice, Education, Sociology, Political Science, Social Sciences, Military, Security Studies or an equivalent qualification from a recognised institution.
• Proficiency in computer applications.
