Regional Finance Manager

About the role

Action Against Hunger is seeking a Regional Finance Manager to provide strategic financial leadership for the DG ECHO‑funded Regional Disaster Preparedness Program covering Ethiopia, Somalia, Djibouti, South Sudan and a regional component. Reporting to the Regional Consortium Coordinator, you will be the senior financial authority responsible for ensuring donor compliance, robust financial controls, and transparent use of funds across multiple countries.

Key responsibilities

• Oversee the consolidated program budget, maintaining a master budget with visibility of expenditures, commitments, forecasts and balances by country, result area and partner.
• Develop quarterly multi‑country cash‑flow forecasts and monthly Budget‑Versus‑Actual reports, analysing burn rates, variances and financial risks.
• Lead financial preparedness for Crisis Modifier activations, including rapid budget realignment, emergency cash disbursement planning and post‑activation reconciliation.
• Manage sub‑grant administration, donor reporting, audit readiness and multi‑currency operations.
• Provide functional guidance and capacity‑strengthening to country finance teams and consortium partners.

Required profile

• Extensive experience in humanitarian finance management, preferably with DG ECHO grants.
• Proven track record of multi‑country financial oversight and donor compliance.
• Strong analytical ability to translate complex financial data into clear recommendations for program leadership.
• Senior‑level expertise in budgeting, forecasting, cash‑flow management and audit preparation.
