Regional MEAL and Learning Specialist

About the role

Action Against Hunger is seeking a Regional MEAL and Learning Specialist to lead monitoring, evaluation, accountability and learning (MEAL) for a DG ECHO‑funded disaster preparedness programme across Ethiopia, Somalia and Djibouti. Based in Nairobi, the specialist will design a rigorous, adaptive MEAL system and strengthen the evidence base for anticipatory action.

Key responsibilities

• Design, implement and continuously improve a consortium‑wide MEAL system aligned with DG ECHO requirements.
• Develop and maintain the Results Framework, Theory of Change, indicator matrix, targets and data sources.
• Create and manage the MEAL plan, including data‑collection schedules, quality‑assurance protocols and accountability mechanisms.
• Establish consistent MEAL governance and standards across country teams and partners.
• Lead quarterly and annual programme reviews, baseline, mid‑term and end‑line evaluations.
• Oversee data‑quality assurance, after‑action reviews, donor evidence packages and regional learning products.
• Directly manage the Data Analyst and provide technical guidance to country MEAL focal points.
• Carry responsibility for MEAL data management for the Somalia component.

Required profile

• Proven experience as a regional MEAL professional in humanitarian settings.
• Strong mixed‑methods research expertise and institutional donor experience.
• Technical knowledge of anticipatory action, disaster preparedness, early‑warning systems or climate‑informed humanitarian programming.
• Ability to lead multi‑country teams and manage complex data systems.
