Senior Manager, IT Planning & Governance

About the role

The Central Bank of Kenya seeks a senior leader to drive IT planning, governance and financial oversight. This role will shape strategy, manage budgets and ensure vendor performance across the bank’s technology landscape.

Key responsibilities

• Define and champion IT governance practices, aligning them with the bank’s strategic objectives.
• Collaborate with IT leadership to develop and execute short‑ and long‑term IT strategies and policies.
• Coordinate multi‑stakeholder technology budgeting (Capex and Opex), oversee budget utilization and lead financial governance sessions.
• Design and manage a Vendor Services performance framework, conduct regular evaluations and drive improvement plans.
• Lead talent acquisition, mentoring, performance management and team structure optimisation.
• Conduct IT audits, ensure compliance with laws, regulations and ISO 20000 standards, and mitigate operational, cyber‑security and business‑continuity risks.

Required profile

• Bachelor’s degree in Engineering, IT, Financial Management or related field; Master’s degree is an advantage.
• At least 10 years of experience in IT planning and governance, with 3 years in senior leadership within banking, financial services or similar regulated environments.
• Proven people‑management, stakeholder‑engagement and negotiation skills.
• Strong financial acumen, business insight and experience with IT budgeting and contract management.

Required skills

• IT governance frameworks (COBIT, CGEIT, CISM).
• IT service management (ITIL, ISO 20000).
• Project management (PMP) and strategic planning.
• Vendor performance measurement and contract oversight.
