Deputy Team Leader, East Africa Border Security Programme

About the role

Mercy Corps is seeking a Deputy Team Leader to support the East Africa Border Security Programme (BSP). Based in Nairobi, you will work closely with the Team Leader to design, implement and monitor strategic interventions that disrupt human trafficking and smuggling networks across the region.

Key responsibilities

• Assist the Team Leader in shaping programme strategy, vision and work‑plan across all BSP countries.
• Oversee delivery of outcomes, coordinating with Consortium Outcome Leads and managing Country Leads to ensure technical robustness and budget compliance.
• Guide the MRELA Manager in establishing monitoring, evaluation, learning and accountability systems that generate evidence and inform adaptation.
• Maintain strategic relationships with national governments, donors (including FCDO) and key partners, providing regular updates on progress and impact.
• Act as the Team Leader’s deputy during absences, ensuring continuity of communication and programme execution.

Required profile

• Proven senior‑level experience in managing donor‑funded development or security programmes.
• Strong understanding of irregular migration, human trafficking and border security dynamics in East Africa.
• Demonstrated ability to lead multi‑country teams, coordinate consortium partners and manage budgets.
• Excellent stakeholder management skills with governments, donors and civil‑society organisations.
