Finance and Budget Officer

About the role

The United Nations Environment Programme (UNEP) is seeking a Finance and Budget Officer for its Law Division, OzonAction Branch in Nairobi. Reporting to the Head of the Branch, the incumbent will support the preparation, administration and reporting of UNEP’s medium‑term plans and budgets, ensuring alignment with legislative mandates and intergovernmental decisions.

Key responsibilities

• Review, analyse and finalise the medium‑term plan and its revisions, incorporating departmental inputs and intergovernmental recommendations.
• Prepare cost estimates and budget proposals for staff and non‑staff requirements at global and regional levels, ensuring compliance with legislative mandates.
• Issue and manage budget allotments, sub‑allotments and fund redeployments, monitoring expenditures against authorised levels.
• Administer extra‑budgetary resources, review agreements and cost plans, and ensure regulatory compliance.
• Prepare and present budget performance reports, analyse variances, and lead the annual Financial Progress Report process.
• Manage audit processes, monitor implementation of audit recommendations and provide substantive support to intergovernmental bodies.
• Collect and visualise data to identify trends, supporting data‑driven planning and decision‑making.

Required profile

• Relevant academic qualification in finance, economics, public administration or a related field.
• Demonstrated experience in medium‑term planning, budget preparation and financial administration within an international or public‑sector context.
• Strong analytical abilities and familiarity with intergovernmental processes.
• Excellent written and verbal communication skills in English.
