Finance and Budget Officer (P4)

About the role

The United Nations Environment Programme (UNEP) is seeking a Finance and Budget Officer (P4) to support financial management for multilateral environmental agreements and UN‑promoted treaties. The role combines data analysis, budgeting, and reporting to ensure compliance with international accounting standards and UN policies.

Key responsibilities

• Collect, analyse and visualise financial data to identify trends and support decision‑making.
• Provide advice, training and guidance on budgetary policies, including results‑based budgeting.
• Participate in inter‑departmental meetings and technical missions on resource requirements and programming.
• Draft reports and correspondence for intergovernmental bodies, donors and senior management.
• Research and recommend improvements to budgetary policies and procedures.
• Act as Certifying Officer under Financial Rule 110.4, ensuring compliance with UN financial regulations.

Required profile

• Advanced university degree (Master’s) in business administration, finance, accounting or related field, or a first‑level degree plus two years relevant experience.
• Minimum seven years of progressively responsible experience in finance, budgeting or administration.
• Experience with SAP or another ERP system.
• Proven ability to prepare and analyse financial statements using IFRS or IPSAS.
• Experience supporting Multilateral Environmental Agreements or international environmental treaties.
• Experience in data analysis, reconciliations and reporting; experience in UN or similar international organisations is desirable.
