Head of Human Resources – Country Office

About the role

The Head of Human Resources will lead HR strategy and operations for GIZ Kenya’s Country Office, supporting the Somalia and Sudan portfolios. Reporting to senior management, the role ensures compliance with Kenyan labour law and GIZ regulations while fostering a high‑performing, inclusive workplace.

Key responsibilities

• Lead core HR functions including staffing, learning & development, employee engagement and HR administration.
• Oversee HR operations as the central point of contact for all HR matters across GIZ Kenya.
• Ensure compliance with Kenyan labour legislation, GIZ policies, rules and regulations and communicate requirements effectively.
• Develop, review and update HR policies, standards and procedures in line with local legislation and GIZ developments.
• Provide strategic HR advice to senior management and counsel on complex people‑related issues.
• Represent country management in engagements with national staff representatives.
• Support internal audits and controls on HR‑related matters while maintaining high‑quality HR services.
• Manage recruitment processes, ensuring inclusive and compliant selection in accordance with GIZ P+R.
• Supervise staff performance, development plans and annual assessments.

Required profile

• Proven experience in leading HR functions within an NGO or development organization.
• Strong knowledge of Kenyan labour law and international development HR standards.
• Ability to provide strategic advice to senior leadership and handle complex employee relations.
• Experience managing recruitment, learning & development, and employee engagement initiatives.
• Excellent communication skills and capacity to represent management in staff dialogues.
