Primary Health Care Consultant (PHC)

About the role

The Ministry of Health of Kenya seeks a senior Primary Health Care (PHC) Consultant to provide technical support for an end‑term review of the Kenya Primary Health Care Strategic Framework (2019‑2024). The consultancy will run for 60 days spread over a six‑month period (May‑September 2026) and reports to the Director of Primary Health Care.

Key responsibilities

• Conduct a comprehensive end‑term review of the Kenya Primary Health Care Strategic Framework.
• Analyse progress against strategic objectives and assess implementation of Primary Care Networks.
• Prepare evidence‑based recommendations to strengthen primary health care delivery and support UHC goals.
• Support data collection, digitisation initiatives and coordination with multidisciplinary PHC teams.
• Draft and present final review report to the Ministry’s Directorate of Primary Health Care.

Required profile

• Minimum 10 years (120 months) experience in health policy, primary health care or related consultancy.
• Senior‑level expertise with proven experience in health system reforms, UHC initiatives, and government‑level projects.
• Familiarity with Kenya’s health sector, PHC strategic frameworks, and Primary Care Networks.
• Ability to work on a short‑term contract and deliver high‑quality analytical outputs.
