Procurement Officer – National (Grade 5)

About the role

The Procurement Officer will manage day‑to‑day procurement activities for Church World Service in Nairobi, ensuring the acquisition of high‑quality, cost‑effective goods and services. Reporting to the Senior Procurement Officer/Procurement Manager, the role supports finance documentation, procurement planning and strengthens vendor management and compliance.

Key responsibilities

• Support strategic planning and annual budgeting by providing cost estimates.
• Procure goods and services in line with CWS policies, Cooperative Agreement requirements and 2CFR200.
• Coordinate vendor pre‑qualification and assist vendors with registration in the COUPA system.
• Record approved quotations, issue Local Purchase Orders (LPOs) and liaise with suppliers to set realistic delivery schedules.
• Review invoices and ensure complete documentation (GRN, invoice, delivery note, LPO) before forwarding to Finance.
• Prepare VAT and duty exemption requests using the IPMIS system.
• Conduct bid analysis, prepare evaluation summaries and RFP reports for tender committees.
• Reconcile vendor accounts, monitor performance and maintain accurate procurement records.
• Participate in developing, implementing and reviewing procurement plans.

Required profile

• Experience in procurement within an NGO or similar environment.
• Familiarity with procurement regulations, Cooperative Agreements and 2CFR200.
• Strong organizational skills and ability to work in a fast‑paced, office‑based setting with occasional field visits.
• Excellent communication and documentation skills.

Required skills

• Proficiency with the COUPA procurement system.
• Experience using the IPMIS system for exemption requests.
• Knowledge of vendor pre‑qualification, bid analysis and LPO issuance processes.
