Africa-Based Global Health Security & Diplomacy Consultant (Roster)

About the role

Abt Global is creating a roster of country‑based consultants across several African nations to support projects funded by the U.S. Department of State Bureau of Global Health Security and Diplomacy. Consultants will provide expert guidance to governments, local institutions, and implementing partners to strengthen health systems, improve health security, and advance sustainable financing.

Key responsibilities

• Assist ministries of health and finance in developing and implementing health financing and domestic resource mobilization strategies.
• Support health system strengthening, governance, and institutional reform initiatives.
• Provide technical advice on digital health, data analytics, interoperability, and health information systems.
• Guide outbreak preparedness, disease surveillance, laboratory strengthening, and emergency coordination.
• Contribute to proposal development and business development activities for new funding opportunities.

Required profile

• Advanced degree in public health, medicine, epidemiology, health economics, health policy, international development, or a related field.
• Extensive experience with donor‑funded health programs in low‑ and middle‑income countries.
• Proven track record working with ministries of health, ministries of finance, national public health institutions, and development partners.
• Demonstrated ability to design and implement sustainable, country‑led health solutions.
