Deputy Director of Human Resource Management

About the role

The Deputy Director of Human Resource Management will lead HR planning, talent management and labour relations for Maseno University. This senior position reports to the Deputy Vice‑Chancellor (Administration, Finance and Development) and is responsible for shaping the university’s HR strategy.

Key responsibilities

• Oversee staff recruitment, appointments, promotions, transfers, discipline and separation.
• Manage payroll, salary administration and budgeting processes.
• Develop and review HR policies, rules and regulations.
• Lead performance management, succession planning and career development initiatives.
• Interpret labour laws, oversee industrial relations and staff welfare.
• Implement and maintain a human resource management system.
• Ensure proper utilization and deployment of human resources across the institution.
• Provide secretariat services to University Management Board committees and mentor staff.

Required profile

• Master’s degree in Human Resource Management, Development, Industrial Relations or equivalent.
• Bachelor’s degree in a related discipline.
• At least 12 years of relevant experience, with 5 years at senior assistant registrar level or equivalent.
• Relevant professional certification, registration and a valid practicing licence.
• Demonstrated merit, leadership ability and strong performance record.
