Economist I/II & Cost‑Effectiveness Unit Lead

About the role

The Cost‑Effectiveness Unit (CEU) at IDInsight is seeking a senior economist to build and lead a new practice area focused on cost‑effectiveness analysis, lean intervention design, and tech‑enabled resource allocation.

Key responsibilities

• Develop and scale the CEU, creating service offerings across audits, design, implementation support and resource allocation, and build standardized methodologies and tools.
• Identify and develop high‑impact opportunities with partners such as Pact, CARE and Living Goods, leading engagement throughout the project lifecycle.
• Lead cost‑effectiveness analyses, design cost monitoring systems, and collaborate with the DSEM team to apply AI and machine learning for cost optimisation.
• Contribute to sector‑wide thought leadership by publishing frameworks, case studies and representing IDInsight at conferences.

Required profile

• Advanced degree in economics, public policy or related field (Master’s minimum, PhD preferred).
• 5+ years of experience in cost‑effectiveness or cost‑efficiency analysis within international development.
• Proven track record building cost analysis systems, translating economic insights into operational decisions, and working with large NGOs, governments or multilaterals.
• Experience managing projects and teams, with strong communication skills for both technical and non‑technical audiences.

Required skills

• Cost modelling, sensitivity analysis and financial analysis.
• Proficiency with statistical software (Stata or R) and advanced Excel.
