Sub-County Monitoring Evaluation & Information System Assistant

About the role

The Sub-County MEL & Information Systems Assistant will support the planning, implementation and review of Indoor Residual Spraying (IRS) campaigns in Busia and Siaya counties. Working under the MEL Database Manager, the role combines monitoring, evaluation and learning expertise with IT support to ensure high‑quality data collection and system functionality.

Key responsibilities

• Configure, test and maintain the DHIS2 platform and mobile data collection tools, including forms, dashboards and supervisory checklists.
• Deploy and manage mobile supervision tools, monitor real‑time performance data and resolve technical issues.
• Support field data quality monitoring, conduct spot checks, verify GPS coordinates and ensure timely reporting of campaign coverage.
• Provide hands‑on system troubleshooting, refresher training and digital support during field operations.
• Participate in MEL review meetings, prepare technical reports on system performance and document lessons learned.

Required profile

• Bachelor’s degree in Biostatistics, Statistics, Public Health, Epidemiology, Data Science, Computer Science, ICT or related numeric/computer field.
• Minimum 2 years of relevant MEL/IT experience; experience with IRS campaigns is highly desirable.
• Experience supervising field or data‑entry teams and strong analytical ability.

Required skills

• Proficiency with DHIS2, Tracker App and DHIS2 configuration.
• Experience using mobile data collection platforms such as ODK or Kobo Toolbox.
• Knowledge of GIS/GPS tools for spatial data verification.
• Competence in MS Office, data visualization and database applications.
