Technical Advisor on Child‑Sensitive Social Protection and Child Protection

About the role

The UNICEF Kenya office is seeking a senior consultant to provide technical advice on child‑sensitive social protection and child protection. The assignment lasts 7.5 months and is office‑based in Nairobi.

Key responsibilities

• Support the expansion and institutionalisation of child‑sensitive social protection programmes, including adaptive systems for drought, flood, displacement and economic shocks.
• Assist the State Department for Children Services in implementing the Children Act 2022, developing regulations, guidelines and operational procedures.
• Promote integration of child poverty and vulnerability considerations within social protection programmes and strengthen referral pathways between cash‑transfer schemes and child protection services.

Required profile

• Master’s degree in Social Policy, Public Finance, Development Studies, Child Protection or a related field.
• Minimum ten years of progressive experience in child‑sensitive social protection, child protection, social policy or public finance, including strategic advisory work for government institutions.
• Demonstrated experience supporting government‑led policy reforms, programme design, implementation or evaluation, and stakeholder engagement.

Required skills

• Strong knowledge of child‑sensitive social protection and child protection systems, especially Kenya’s legal and policy framework.
• Excellent analytical, writing and communication abilities, with capacity to engage senior officials and development partners.
• Evidence generation, policy analysis and translation of findings into actionable recommendations.
