Senior 🇬🇧 English

Job description

About the role

Oxfam in Africa is recruiting a WE Care Programme Manager on a fixed-term contract of 1 year (grade C1, National). The post drives Oxfam's WE-CARE strategy in Africa, integrating it with the Gender Justice, Economic Justice and Accountable Governance pillars, and works with partners, Women's Rights Organisations and field teams in Zimbabwe, Kenya, Uganda and Ethiopia. It is open to any country with an Oxfam presence in Sub-Saharan Africa, with a preference for Southern Africa or Kenya, and requires the right to work locally.

Key responsibilities

  • Integrate WE-CARE work with the three pillars and use partner and field insights to inform policy, advocacy and learning
  • Support engagement on the care agenda at national, regional and continental levels, including with AU Specialized Technical Committees
  • Oversee programme implementation and sustainability across key countries, working with country teams, partners and networks
  • Lead initiatives on recognition, reduction and redistribution of unpaid care and domestic work, care-responsive public services and social protection, and gender-care intersections
  • Act as principal donor focal point for the Hewlett Foundation and other care donors, covering planning, budgeting, MEAL, partnerships and advocacy

Required profile

  • Substantial experience managing complex, multi-country programmes in an INGO setting, ideally across Africa
  • Strong understanding of gender justice, women's rights and unpaid care and domestic work
  • Track record of feminist partnership working with Women's Rights Organisations and networks
  • Experience linking programme evidence to policy influence and advocacy at national, regional and continental levels
  • Fluency in English is essential; French is highly desirable; willingness to travel is required
  • Candidates must already hold and be able to retain the right to work in their base location; relocation is not supported

Required skills

  • Strategic planning and budget management as Budget Holder
  • Donor compliance and high-quality reporting, especially with foundation donors such as the Hewlett Foundation
  • Functional leadership of remote teams and coordination across Zimbabwe, Kenya, Uganda and Ethiopia

What we offer

  • Pay in line with Oxfam's pay range, based on a 36-hour work week
  • Flexible working arrangements
  • Pension contributions, cycle to work scheme and Employee Assistance Programme

Applications close on 16 November 2026. Only shortlisted candidates will be contacted, typically within two weeks of the closing date.
