Chief Rates Officer

About the role

The Nairobi City County Public Service Board is recruiting a Chief Rates Officer for a full-time, on-site position in Nairobi. The role oversees property rates assessment and collection, maintains valuation and billing records, monitors revenue performance, supervises rates officers, resolves payment disputes and ensures compliance with county rating laws and regulations.

Key responsibilities

• Coordinate land rates collection in the assigned Sub-Counties
• Supervise Rates Officers and Rates Assistants in the assigned Sub-Counties
• Issue rates demand notices and follow up on defaulters
• Update rateable property records in the revenue system
• Prepare land rates collection reports for the assigned Sub-Counties
• Perform any other duties allocated by the supervisor

Required profile

• Bachelor's degree in Land Economics, Real Estate, Valuation, Commerce, Finance or an equivalent qualification from a recognized university
• Served in the grade of Rates Officer I or an equivalent position for at least three years
• Knowledge of the National Rating Act, 2024, the Nairobi City County Revenue Administration Act, 2021 and the Public Finance Management Act, 2012
• Integrity, commitment to results and ability to work with minimal supervision
• Meets the requirements of Chapter Six of the Constitution of Kenya, 2010
