ICT Policy and Sustainable Digital Transformation Consultant

About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to lead a policy review and develop recommendations that will shape an inclusive, sustainable, and future‑ready digital ecosystem in Kenya. The assignment supports the DigiKen Joint Programme, which aims to ensure that Kenya’s digital transformation aligns with green ICT and social inclusion principles.

Key responsibilities

• Analyse existing ICT, digital transformation, and digital platform governance policies and regulatory frameworks relevant to sustainable digital transformation.
• Conduct a comprehensive assessment of these policies to evaluate alignment with environmental sustainability, climate considerations, energy efficiency, circularity, e‑waste management, human rights, digital inclusion, accessibility, and gender responsiveness.
• Identify gaps and propose actionable recommendations to strengthen policy coherence and governance across the full life‑cycle of digital technologies and infrastructure.
• Collaborate with UNEP regional sub‑program coordinator, government agencies, and national stakeholders to ensure recommendations are practical and context‑specific.

Required profile

• Proven experience analysing ICT and digital transformation policy frameworks.
• Strong understanding of sustainability principles, green ICT practices, and e‑waste management.
• Familiarity with Kenyan digital ecosystem and relevant regulatory environment.
• Ability to produce clear, evidence‑based policy recommendations.
