Program Development and Awards Advisor, WACAR

About the role

The International Rescue Committee (IRC) is hiring two Program Development and Awards Advisors (PDAAs) for its West and Central Africa Region (WACAR), or other IRC locations in GMT and EAT time zones with significant experience in West and Central African countries. As part of the Regional Program and Award Support (RPAS) team, PDAAs oversee a portfolio of awards across humanitarian, recovery and development sectors, advising country offices on donor compliance and award management, managing donor relationships and supporting the pursuit of new funding. The roles have no line management responsibilities and report jointly to the Senior Program and Awards Advisor and the Head of Business Development.

Key responsibilities

• Manage a portfolio of awards for the WACAR region and provide timely support on narrative reporting and post-award deliverables, guiding country offices on amendments and submissions.
• Support budget realignments, changes in scope, NCEs and other amendments, and act as first point of contact for country program awards staff on compliance issues.
• Maintain donor relationships, follow up on compliance queries and secure changes and approvals.
• With the Program and Awards Officer, coach country offices on partner management policies and PEER system compliance, and review and process sub-grants and partnership agreements.
• Monitor projects to ensure compliance with donor guidelines and IRC internal requirements.
• Support and lead the pursuit of new funding opportunities, from opportunity identification to contract signature, including proposal development and due diligence.

Required profile

• Significant experience working in West and Central African countries; candidates based in these countries are encouraged to apply.
• Strong track record of contributing to new humanitarian and development funding opportunities.
• Deep knowledge of donor rules and regulations.
• Experience collaborating with local partner organizations.
