Senior Project Officer MEAL - Marsabit & Turkana

About the role

Catholic Relief Services (CRS) is hiring a Senior Project Officer MEAL to act as County Monitoring, Evaluation, Accountability and Learning (MEAL) Lead for its project in Marsabit and Turkana. Working under the technical leadership of the Program Manager - MEAL, the role leads county-level monitoring, data management, quality assurance, accountability, learning and reporting, and gives technical guidance to project and partner teams so that reliable performance information and participant feedback inform timely decisions and continuous improvement.

Key responsibilities

• Plan and coordinate county-level MEAL activities, collect, validate and analyse performance data, and track progress against indicators and targets
• Oversee data management, including data entry, cleaning, digital MEAL systems such as QR-coded participant tracking and commodity distribution monitoring, and routine data quality checks
• Lead risk-based field monitoring, spot checks and verification visits, and support the Feedback, Complaints and Response Mechanism
• Support baselines, endlines, assessments and learning studies, and submit timely, validated reports and dashboards for CRS, partners and donors
• Share lessons learned and support county MEAL planning, budgeting and resource management
• Strengthen partner and government relationships, build MEAL capacity through training and mentoring, and supervise county MEAL staff and temporary enumerators

Required profile

• Bachelor's degree in Monitoring and Evaluation, Statistics, International Development, Public Health, Food Security, Economics or a related field; additional experience can substitute for some educational requirements
• At least four years of NGO experience in MEAL, with expertise in indicator tracking and data management
• Fluency in English and at least one local language
• Willingness to travel up to 60% regularly to project sites in Marsabit and Turkana
• Preferred: Master's degree, experience supporting MEAL for food assistance, food for assets and nutrition, and experience with county governments in arid and semi-arid contexts
