Technical Advisor II – Food Security, Livelihoods and Markets

About the role

The Technical Advisor II will provide senior technical advice on food security, livelihoods and market‑based programming for CRS, supporting both regional teams and the Sudan FNS Plan. The role is based in Nairobi with up to 50% travel to Sudan.

Key responsibilities

• Develop and implement agency‑wide strategies, standards and tools for food security and livelihoods, ensuring gender, protection and disaster risk reduction integration.
• Provide technical solutions and guidance to regional and country program teams on program design, monitoring, and donor requirements.
• Lead the coordination of Sudan’s FNS Plan Secretariat, managing budget, sub‑grants and stakeholder relationships.
• Contribute to business development by designing technical components of large proposals and supporting donor negotiations.
• Strengthen capacity of staff and partners through training, workshops, mentoring and curriculum development.

Required profile

• Minimum Bachelor’s degree in international development or related field; Master’s degree preferred.
• At least eight years of relevant international experience, including three years overseas as a technical advisor or program manager in market‑based or multi‑sectoral food security projects.
• Proven experience managing in‑kind food assistance programs and developing successful donor proposals.
• Strong relationship‑building, analytical and strategic thinking abilities.

Required skills

• Proficiency in MS Office (Excel, Word, PowerPoint) and web‑conferencing applications.
• Experience conducting market assessments and response analyses for humanitarian contexts.
• Expertise in program monitoring and evaluation, including indicator development and data analysis.
• Ability to develop curricula, tools and training materials for market‑based programming.
