Social Policy Specialist – Public Finance for Children (Fixed‑Term)

About the role

The Social Policy Specialist (Public Finance for Children) will support UNICEF’s Global Programme Division in strengthening child‑sensitive public finance systems across diverse contexts, including federal, decentralized, fragile and humanitarian settings.

Key responsibilities

• Provide high‑quality technical assistance and policy advice to UNICEF offices, governments and development partners to make budgets and financial systems more child‑sensitive.
• Support capacity development in Public Finance for Children, financing for development, climate‑related and green financing.
• Generate, analyse and share evidence to influence policy reforms, improve fiscal accountability and promote equitable public finance solutions.
• Build and maintain partnerships with governments, international financial institutions, UN agencies, civil‑society organisations and academia.
• Contribute to UNICEF’s strategic objectives on reducing multidimensional child poverty and advancing Sustainable Development Goals 1 and 10.

Required profile

• Advanced university degree in economics, public finance, social policy or a related discipline.
• Several years of professional experience in public finance, budgeting, fiscal policy or social protection, preferably within international development.
• Demonstrated experience working with government ministries, multilateral organisations or development partners.
• Strong analytical, research and communication skills.
• Ability to work effectively in multicultural and multidisciplinary teams.
