Senior Consultant, Public Financial Management

About the role

Oxford Policy Management is seeking a Senior Consultant to join its Public Financial Management team in Nairobi. The role involves delivering high‑impact public finance projects across Kenya and the wider region, working closely with government partners and international donors.

Key responsibilities

• Support business development by preparing technical and financial proposals for new public finance assignments.
• Identify and track market opportunities, donor priorities and potential partners in Kenya and the region.
• Lead and deliver technical work on budget planning, macro‑fiscal analysis, debt management, revenue mobilisation, disaster risk finance and climate finance.
• Develop and implement strategies to achieve project objectives and overcome implementation challenges.
• Manage relationships with funders, government counterparts and implementing partners.
• Identify, bid for and manage new projects, ensuring high‑quality delivery.

Required profile

• Senior‑level experience in public financial management, fiscal policy or related fields.
• Strong understanding of the political economy and public finance reforms in low‑ and middle‑income contexts.
• Proven ability to lead teams, manage stakeholder relationships and deliver complex projects.
• Willingness to travel within Kenya and internationally as required.
