Chief Executive Officer

About the role

The Chief Executive Officer will provide strategic leadership and overall direction to the Nairobi City County Revenue Authority. This full‑time, on‑site position reports to the Board of Directors and is responsible for the assessment, collection, administration and accounting of all county revenues.

Key responsibilities

• Provide strategic leadership and direction for revenue assessment, collection, administration and accounting.
• Develop and implement the Authority’s strategic plan, annual work plans, revenue targets and performance contracts.
• Advise the County Executive Committee Member for Finance on revenue policy, rates, fees and charges and prepare the annual Finance Bill.
• Identify, develop and maintain all revenue streams, proposing optimal rates and charges.
• Ensure revenue system integrity, automation, security, internal controls, risk management and compliance.
• Manage human, financial and other resources of the Authority.
• Coordinate public participation and stakeholder engagement on county revenue matters.
• Foster collaboration with national agencies, County Executive, County Assembly and other stakeholders.

Required profile

• Bachelor’s degree from a recognized university.
• Master’s degree in Commerce, Finance, Economics, Business Administration or equivalent.
• At least ten years relevant experience, with five years in senior management in revenue administration or public finance.
• Completion of a Strategic Leadership Development Programme of at least four weeks.
• Thorough knowledge of relevant Kenyan revenue and public finance legislation.
• Proven track record of revenue growth, reform or change management in a large institution.
• Strong leadership, strategic thinking, financial management, negotiation and communication skills.
• Commitment to national values and constitutional principles of governance and public service.
