Manager, Construction Information Management Systems

About the role

The National Construction Authority (NCA), a regulatory State Corporation in Nairobi, is recruiting a Manager, Construction Information Management Systems (grade NCA 3, post ref. NCA24/2026/2). The role covers the development, implementation and governance of ICT systems, networks and security within the Authority. The appointment is on permanent terms.

Key responsibilities

• Coordinate the development, implementation and review of ICT policies, strategies, frameworks, work plans, legislations, guidelines, procedures, regulations, norms, standards and programmes.
• Spearhead development and maintenance of systems infrastructure, including standards and protocols for data exchange, communications, software and interconnection of information systems.
• Advise management on establishing effective ICT governance structures.
• Coordinate acquisition, installation, configuration and maintenance of network and communication infrastructure.
• Provide specifications and standards for procurement of ICT software, hardware and equipment.
• Lead design and implementation of security systems such as firewall, antivirus, CCTV and UPS, and implement Information Security Management Systems (ISMS).
• Develop and maintain disaster recovery and business continuity plans, and service level agreements (SLAs) for ICT solutions.
• Coordinate LAN and WAN, new ICT applications, web search and digital resources, and customer satisfaction surveys.
• Ensure compliance with the Access to Information Act, 2016 regarding use and disclosure of information and protection of personal data, and facilitate stakeholder awareness of data protection rights.
• Liaise with the Internet Service Provider to ensure stable internet links, advise on risk mitigation, and initiate Business Process Re-engineering (BPR).
• Develop and implement the department's strategic plans, budgets and performance contracts, and manage, mentor and develop staff.

Required profile

• Cumulative 15 years of work experience, including 3 years in the grade of Assistant Manager, Construction Information Management Systems or a comparable position.
• Bachelor's degree in ICT, computer science, business information technology, mathematics and computing, computer engineering, software engineering, information security and forensics, applied computing, computer engineering, management information systems or equivalent; or a Master's degree in a related discipline.
• Demonstrated managerial, administrative and professional competence.
• Understanding of national goals, policies and objectives, and ability to relate to construction information management systems.

Required skills

• At least one IT management certification (e.g. CompTIA Project+, ITIL, CAPM, CGEIT, CSM).
• At least two professional certifications (e.g. CCNP, CCNA, MCSE, Security+, CISA, CISM, CISSP, PMP, PRINCE2).
• At least one information security certification (e.g. CISA, CISM, CEH, CompTIA Security+, CISSP, ISO/IEC 27001 Lead Implementer/Auditor).
• Membership of a relevant professional body and a leadership certificate of at least four weeks.
