MEL System Development and Implementation

About the role

The CGIAR Digital Transformation Accelerator (DT‑A) seeks a consultant to design, develop and operationalise a comprehensive Monitoring, Evaluation and Learning (MEL) system. The assignment supports performance tracking, accountability and evidence‑based decision‑making across food, land and water digital innovations.

Key responsibilities

• Review the DT‑A Design Document and Theory of Change, define MEL objectives, refine the results framework and identify learning priorities (Weeks 1‑4).
• Develop a full MEL framework including results pathways, indicators, data sources, responsibilities and reporting mechanisms; formulate learning questions and recommend digital/AI‑enabled data collection tools (Weeks 5‑12).
• Create templates, guidelines and SOPs; configure and deploy digital MEL platforms, dashboards and AI analytics; establish data quality assurance processes; facilitate reflection sessions and support the preparation of performance reports and knowledge‑sharing products (Week 13 onward).

Required profile

• Proven experience designing and implementing MEL systems for development or research programmes.
• Strong understanding of Theory of Change, results frameworks and learning agendas.
• Experience working with multi‑stakeholder, multi‑funding environments, preferably in the agricultural or environmental sector.
